The GIEC contributes to the digital transformation agenda through the following main value propositions:

• Ecosystem Thinking Approach: Promotes cross-cutting collaboration within the various sectoral value chains. The synergies arising from the IAC Programme will create an environment conducive to innovation relevant to the digital economy.

• The Playbook lays out detailed operational procedures for implementing the IAC and the programme's strategic objectives. This will provide capabilities that enable Kenya to consider its context and design frameworks that support an ICT-centric innovation ecosystem. The IAC programme builds on the findings of the Country Review undertaken for Kenya by the ITU in 2019. 

• Global Collaboration Framework: Provides a framework of global collaboration and allows Kenya to benefit from and support other countries and possibly regions by enabling a policy and innovation orchestration space in its future areas of strength.
